They should not be nerfed as such.
There should be more variety and randomnes to missions, to battle the preprogrammed afk missioning in obscenely expensive ships.
There should be viable alternatives, both for high-sec activities and for standing gain (or nerf the standings game to hell and back).
Unfortunately, CCP loves expensive toys and mindless grind for some absurd reason, clinging to aging obsolete MMO paradigms good for cheap F2Ps but not years old niche game. For them it is cheap contents and if you listended to fansfest or participated in FW or just noticed stagnating mission develepement you know they are cheapskates.

There are indeed issues with L4s. Not necessarily with the activity itself.
We have marauders and faction BSs, ships so expensive that they are economically not viable to put into risky situations and at the same time so much better than more reasonably priced alteratives. This makes L4s disproportinaly profitable and not viable outside highsec at the same time. CCP response? Expensive T3 with PvP-only drawbacks, buff to faction BSs. (where is my psyduck smilie?) Expensive toys have no place in PvP centric game, maybe as spice and flavor but not as baseline (well unless you are running cash shop game but this is whole another can of EvE worms).
No comparable activity in high-sec. As said many times before, risk adverse people will not easily move out of high. They will not move to do L4s in low, if for nothing else than for reason from previous paragraph. At the same time there is nothing to ease the change - exploration is crappy becauase of both site quality and population, WHs are completely different environment, ratting is a joke, L5s need to be metagamed around (low sec agents, silly neuts, standing losses).
Personally, my "fast, easy, dumb" solutions would be: - remove unnamed T1 loot, increase named loot slightly or even put in rare faction loot (income lower but fun higher) - buff L3 LP rewards, making them much more viable in low; L3s can be ran rather fast, sometimes before evil pirates scan you down, and more LP means rewards increase a lot as system security drops (also gives us more cruiser loot to PvP with and gives new players attractive reachable goal plus L3 are almost fun plus LPs are ISK sink)
Note those are not direct nerfs to L4s, those are arguably mission buffs, yet they do address L4 issues.
